Massachusetts has kept to its intention in supporting the OASIS ODF for document retention. Workplace supports ODF, and there have been suggestions that the Hannover release will support it as well.

When Massachusetts announced its decision to switch over to the open standard, the company called the move "inconsistent and discriminatory." The mere fact that Microsoft appears irked by the New England state's plan shows just how powerful a statement Massachusetts is making.

If one state shows it can run its IT operations just fine while shunning Microsoft's dominant software products, the door will be left open for other states, organizations and companies to do the same.
